HFL:CDM helps local engineering and construction businesses avoid prosecution with special masterclass

  • Specialist Construction Design and Management company teams up with Institute of Measurement and Control to educate businesses about important health and safety regulation changes

National Construction Design and Management specialist, HFL:CDM hosted a masterclass at the Forrest Lodge in Southampton yesterday evening (Wednesday 2nd March) to introduce those working in the region’s engineering and construction sectors on important changes to health and safety regulations which came into force last year.

HFL:CDM, which was established by engineering specialist Haden Freeman Ltd in 2015, held the event to help those working in the sector to understand their obligations when it comes to the new regulations, which place accountability for health, safety and welfare on the individual responsible for undertaking a construction or engineering project.

Company directors, Wayne Baxter, Barry Hird and Ian Dunkley provided an introduction to the regulations covering the new responsibilities and the possible implications of not appointing a Principal Designer to undertake CDM duties and oversee project health and safety – a key condition of the new regulations. These consequences can be as severe as prosecution or even prison.

Ian Dunkley, project director for HFL:CDM said: “Having provided health and safety advice to the process industries for more than 30 years through our sister company Haden Freeman, including CDM specific support since the regulations were introduced in 2007, we have a wealth of skills and expertise in the field. We are keen to share this experience with those working the relevant sectors in the region, especially in light of last year’s CDM regulation changes. The masterclass provided the perfect opportunity for us to do so.

“The changes will have a significant impact on those undertaking projects in construction, engineering and the process industries and we’re working hard to make sure those affected really

understand their duties when it comes to CDM, as well as the potential consequences of not having the right processes and individuals in place to oversee health and safety elements – including explaining the importance of the Principal Designer role.

“We established HFL:CDM following the changes to the regulations, and the resulting increase in demand for CDM advice and services within the construction and process industries. It was set up not only for general construction clients but also for those undertaking new build or expansion schemes to their production and processing plants – a niche field. We have since experienced a very successful start, securing a variety of projects with a number of clients in the chemical, petro-chemical and pharmaceutical sectors, including a three-year alliance with the Elstree-based producer of human plasma products, Bio Products Laboratory (BPL) Ltd based in Southampton.”
